Adopted sigil: "^0.14" so sigil-stdlib is auto-derived. Rewired sigil-{json,log,mcp,args} from the monorepo to their canonical extracted URLs at ^0.14.0; sigil-run remains on the monorepo at ^0.14.0; sigil-test moves to the extracted workspace at ^0.14.1 (default-package: makes the package: keyword unnecessary).

Bumped transitive consumers sigil-wise and sigil-ledger to ^0.9.1.

Dropped the explicit sigil-tls and sigil-http pins from direct deps (tally does not import either; sigil-wise pulls sigil-http v0.9.x transitively from the monorepo, which provides sigil-tls and sigil-socket as workspace deps).
