Add (sigil meta) import; replace hardcoded "tally" / "0.2.1" string literals in the mcp-server constructor with (app-name) / (app-version) from (sigil meta). package.sgl version: field is now the single source of truth.

The provides: block in package.sgl has no version field, so it's unchanged.

Lockfile picks up sigil-stdlib + sigil-lib v0.14.3 within ^0.14 (the meta-gap fix). MANIFEST.sgl now carries (app-version "0.2.2"); MCP serverInfo will reflect 0.2.2 on the next reconnect.
