Add a first-class web (wasm32-wasi) build config so sigil-graphics compiles for the browser via sigil build --config web, reusing the sokolgfx/sokolgp render stack through the sigil-wasm-gles3 binding. Native-only C dependencies (sigil-app) are excluded from the web build via the config-conditional dependency mechanism in Sigil 0.17.11. Part of the graphics-and-audio-on-the-web work.
