Migrate to 0.9.1 transitive deps with version ranges and lockfile

Message

Replace tag-pinned monorepo deps with version ranges (^0.9.0), trim to direct deps only (stdlib, http, json), remove sigil-tls and sigil-crypto (built into runtime), generate lockfile, and update build instructions to use sigil deps install workflow.
