Bump to v0.14.0; require sigil ^0.14

Message

- Bump version field in every package.sgl to 0.14.0 (workspace + members). - Add or upgrade sigil: field to "^0.14". - Drop explicit sigil-stdlib dependency declarations; sigil now auto-derives sigil-stdlib for any package importing (sigil ...) modules.

Coordinated v0.14.0 release across the extracted-repo ecosystem; the sigil monorepo cuts its v0.14.0 binary release after these lib-side bumps land. CI configs (.woodpecker.yml) follow in a separate sweep.
