Initial release of the shared system-access capability library: (sigil system fs), (sigil system process), and (sigil system session), plus the grant stub. The two capability planes (coarse Resource ops and streaming Session ops) that Lantern consumes in-process and Familiar will consume over Enclave. Built on the released sigil 0.17.14 toolchain with native pty-aware spawn.

24/24 tests green; standalone headless pty proof passes with no dev-redirects.
